How do Korea's progressive electricity tiers work?

Residential supply has three tiers. The first 200 kWh cost 120.0 KRW each, 200–400 kWh cost 214.6, and anything above 400 kWh costs 307.3. Only the portion inside each tier is charged at that tier's rate.

Why is the summer bill lower for the same usage?

In July and August the tier boundaries widen to 300 and 450 kWh, so more of your usage stays in the cheaper tiers. Switch the season selector to Summer to see the difference.

Should I pick low or high voltage?

Apartments are usually high voltage; detached houses, villas and shop-houses are usually low voltage. High voltage has lower rates. Check the contract type line on your KEPCO bill if you are unsure.
